HCM Foundation Partners with HCM to Launch PayRite: A Payroll Solution for Transparent Public Sector Management

In a bold step toward enhancing public sector accountability, the HCM Foundation (HCMF) has announced its strategic collaboration with Human Capital Managers Ltd (HCM) to develop and scale PayRite, a digital payroll management system designed to eliminate opacity in salary administration and promote fiscal discipline across government and institutional settings.

PayRite is a web-based payroll application that empowers public institutions, NGOs, and private entities to manage complex payroll processes with full transparency. By integrating biometric attendance data, scheduling systems, and payment gateways, the platform provides end-to-end visibility from work attendance to payment processing and reporting.

“One of the biggest challenges facing government institutions is not just paying salaries—but ensuring the right people are paid the right amount, at the right time, for work actually done,” said Dr. Ismail Jibrin, Co-Founder of HCMF and CEO of HCM. “PayRite closes that gap by tying payroll to verified presence and performance data.”

Through its collaboration with HCM, HCMF is ensuring that solutions like PayRite are not just technologically sound but also socially impactful, aligning with the Foundation’s mission to support systems that foster transparency, efficiency, and inclusive development.

Already in use across primary healthcare programs and piloted in partnership with state-level ministries, PayRite has helped expose salary leaks, reduce ghost worker payments, and streamline payroll workflows—ultimately allowing governments to redirect resources toward critical health and education priorities.

“The introduction of PayRite has significantly improved payroll transparency in Gombe State,” said Aminu Yuguda, Accountant General of Gombe State. “For the first time, we have a system that links real-time attendance with salary disbursement, allowing us to verify payments and close longstanding loopholes in public finance.”

HCMF plans to support further scale-up of PayRite as part of its broader agenda to strengthen institutional performance, promote good governance, and drive sustainable development in underserved regions.
